Campaign Manager Port 49202 Enable

I enabled/started the campaign manager on a DeltaV Application Station. I can see the campaign manager is running in "DeltaV Batch Application Manager".  I can log into "DeltaV Batch Campaign Manager Operator Interface" and create campaigns. However, I cannot connect to the campaign manager web interface, http://xx.x.xxx.xx:49202/CampaignManager/CMService. It looks like i cannot communicate over port 49202 (cannot telnet to port). But the firewall settings look the same for another deltaV system that i can get the campaign manager web interface. Anyone have any ideas of the issue?
