I'm not sure which version you are using, but as I recall, when you export any class object, the named set configuration does not automatically come along with the class. As a result, if you have a parameter in the class assigned to a named set or named set state that does not exist in the target system, you will get an error during import. The contents of the named set from the source system will only be imported if you explicitly export /import the named set, or if you simply export /import the entire database, which you should avoid doing if you care at all about the existing contents of the target system.
