Facing Issue with Hotfix installation DeltaV_1431_WS_28_CSS

DeltaV_1431_WS_28_CSS. 

 DeltaV_1431_WS_28_CSS installation give below error with not hotfix log, there is file generated with hofix_css with new timestamp in unreadable format.

if you have any suggestion or solution, please let me know.

  I haven't seen that one before. Make sure you are only installing hotfixes from the console, not a remote terminal session and that you are logged on as an administrator. The installer log files are encrypted, the GSC can decrypt them them and tell you what any error messages are.
