Per your specifiction sheet, the flow meter type was specified by VA (Variable Area) Flow meter with 4-20mA HART output to PLC, I am not sure if you mind or not to use other flow meter such as Mag or Vortex, as we don't have VA meter like you specified. otherwise, you may find that from VA meter supplier.
