Emerson Exchange 365

We have started using electronic signatures(ES) and had propagation issues(had to manual copy ESIG files over to needed nodes).This was the GSC resolution, Now we have created a new user with action_verify key and it works on ProPlus but not on any other node(i.e. EWS or Operator WS)

Steps Taken

1. Assigned ACTION_VERIFY to USER_LOCK 02 and renamed Lock.
2. Created new user and assigned ACTION_VERIFY to it sitewide
3. Downloaded Setup Data on Proplus and logged out and back in.(works on PROPLUS)
4. Downloaded Setup Data on EWS and logged out and back in(does not work) Account shows up on EWS when going to USER Manager but fails the Verify Step.
5. Also tried this on OP WS and also fails Validation.

Any Suggestions?
