Delay in Switching to Backup controller

We had a controller fail and it took almost a minute (50 seconds to 1:20 to switch over to the backup. It caused the plant to shutdown. What would be some of the causes of taking so long to switch to the backup?

  That sounds more like a controller restart than a failover.  What was the status of redundancy in diagnostics?  What is it now?
