RPC server is unavailable present error in the system as corrupted database, does not create a new database or run a workstation that does not allow for services (the error showing unavailable rpc error is to create a new database and restore the backup)

Unfortunately there is little that can be done for the corrupt database itself. So hopefully you have a recent image, export (.fhx), database backup (volume files) or raw copy of database files (.db).
If your goal at the moment is to 'get DeltaV working' despite the corrupt database, here is what I've done in the past to allow the services to run; In the Proplus' registry at HKEY_LOCAL_MACHINE\SOFTWARE\FRSI\DeltaV\CurrentVersion\DbAdmin set the value of ActiveDbName and LastUsedDbName to be blank. Then reboot the Proplus.
This should allow the DeltaV and DeltaV Database service to start as it will no longer try to connect to the corrupt database. Provided the only issue is the corrupt database you should then be able to open Database Administration and move forward with restoring a backup (import or restore or register).
Whether this works or not you should register a call with Emerson GSC so they have a record of the circumstances that led to the database corruption. Post back on your progress.

Just a hint if you have no backup database to restore and you need the current database to be repaired. Once it worked for me: cut the database out from its folder(D:\DeltaV\DVData\Databases\), copy it somewhere else on your hard disk. After this, copy it back to the correct folder. Like this somehow Windows was able for me to repair the file structure. I know it sounds interesting, but once it did work for me.
