I recently downloaded a batch executive on a long time running live system. The batch exec gave me the following error:

Transition 'T9' does not have at least one preceding Step.

As this operation had been run multiple times previously with no error and no changes had been applied in the last 6 years, I proceeded with the downloaded anyway option.
The T9 referenced is the transition from a final phase at the end of a single branch. It should be a termination rather than a transition.
I am just wondering if the transition block rather than a termination block has any potential impact in the operation and higher level unit procedure. I'm guessing not seeing as it has not been noted in the last 7 years. Is there a merit to modifying the operation design?

In my experience, such warnings always are right in some way.
You do not give enough information to have an idea what the cause is.
The message suggests that T9 is not linked to a preceding step. You do not indicate you checked a connection between a step and T9.
If T9 is a termination, why not change it from a transition to a termination?
