Not getting create a "New GEM" option

I am new to DeltaV and working on graphic studio V14.3.1. So far I did create static GEMS from Library Explorer>GEM Classes> my project related GEMs folder> and select "NEW GEMs" and suddenly I am not getting any options to create new GEMs. How to resolve this issue?
