Batch Executive - Bad Phases when Disabled?

I have a system where a set of phases are disabled for a set of units.  The batch executive shows these phases as Bad when using the Application Manager to Verify Phases.

This doesn't seem right to me.  The phases are intentionally disabled through configuration (rather than having multiple unit classes in which subsets of phases are assigned).

I tested this by re-enabling one of the bad phases, downloaded, and to my surprise the phase no longer registers as bad in application manager. This is version 11.3.1, so perhaps this is no longer the case in more recent versions.

Is this by design, and if so, why?

  This has always been that way and it hasn't changed. I'm not sure if it is by design but I agree that if a phase is disabled, it shouldn't be in error.
  
  Would be a very good UDEP submission.
