Fail safe state Behavior.

I am working with PID loop.

At plant start up.I have to Put the PID loop in Auto Mode.And whenever Shutdown Occur I have to do local override and assign 100 to output.

All the above things are working fine.

Now How I can achieve fail state.For Example plant is going to start first time and everything should in shutdown state.So should i need to press shutdown button so everything will be according to it or there is any other way?
