I have many home run cables from the field devices coming to DeltaV controller cabinet. It is very difficult to manage thick cables in the system cabinet as there is mix and match of signal type and lost of spare wire pairs. I think I need marshalling to cross wire and clean up the individual signal pairs routing. Is there any mass terminal blocks with pre fabricated cable available to connect cross wire terminals to DeltaV controller, some think plug and play connector style which can replace DeltaV IO cards screw terminal blocks?

This is exactly the core feature of CHARMS I/O.
For "M-series" (or "traditional" or "1st & 2nd generation") DeltaV IO there are mass termination cables that replace the term block with a pre-terminated ribbon cable... so for signals whose current is within the ribbon cable rating Emerson provides the DeltaV end of a replacement for "DeltaV IO cards screw terminal blocks".
There were (are?) vendors that provide terminal solutions for the other end of the cable -- Stahl ...
If you have a quality panel shop they can cooperate to define a solution that they can efficiently pre-assemble before mounting in the panels that will minimize cross wiring and total project cost.
If the operator of the plant has a say to minimize total cost of ownership then they will specify spare pairs in the home-run cables --- part of that is to provide spare pairs to spare IO channels that minimize wiring costs of future modification/optimization/enhancement projects at minimum cost to the initial project because the spares reduce "over-engineering" wasting effort to minimize wires installed and channel hardware installed on the "initial" project.
