somebody knows any test i can make to a dongle to determine why is not being recognizing by DeltaV. The computer can identify that a usb device is being plugged, but DeltaV cant see it.

Check out the Emerson KBA AP-0500-0085, you can use the troubleshooting info on this document to see if the drivers are installed correctly.

The files are installed when you install DeltaV, they are in C:\DeltaV\Bin directory. The files that detect and install the DONGLE are: HLDINST.exe and haspds_windows.dll. In your case the files might be corrupt. Use the commands in the KBA I mentioned earlier to check the Hardlock keys version installed.

I don't think that's the problem because I have a second dongle and its working fine. The DeltaV recognize him properly.
