Remote I/O Directly To EIOC Card

We are looking to possibly buy an EIOC card and utilize the card for Ethernet I/P Protocol. I was wondering if it was possible to directly connect a third party Remote I/O station to the EIOC without the need of a PLC between the two. Does anyone know if this is possible?

I'm not very familiar with the EIOC but my thought is that it is similar to the DeviceNet Card when it comes to I/O mapping?  With DeviceNet, The Node is added and then the I/O is mapped without the need of a PLC. Is this the same with the EIOC card?

Due to the high number of I/O required for a single actuated valve (2 DI, 1 DO), We are looking into installing new networks throughout our plant to handle the valve installations without using traditional I/O. Our thought was to install an EIOC Card at each controller. The EIOC Card would then directly communicate with remote I/O Scattered through the plant. Due to the price of a PLC and EIOC card, its not very cost effective if a PLC had to be installed between the Remote I/O and EIOC Card.
