Well field operations consitutes processing that allows export?

Let the flood gates for exports begin!  Interesting article in the Wall Stree Journal today that discusses the key processing for crude to be a distillation tower. Apparently stripping out the ligher ends at the well field meets the definition.  What are your thoughts on this?
