Install. 1670: Unable to load module.

I'm using the same media that I have this week to install a Proplus and an Application Station with no problems.

I'm now creating an Operator Station as Remote Client Server and suddenly having the following error on two separate machines:

1670: Unable to load module.

F:\Image2\ISSetup.dll, Error Code: 193

DeltaV 14.3.1

WIndows 2016 Server R740

This is a file on the setup disk. 

I'm dead in the water until this gets resolved ,thanks in advance for the responses!

    I found this solution on the internet for a similar problem. It worked as far as I can tell so far!

    "Try putting the dlls in the \System32\Inetsrv directory. This is the working directory for IIS on Windows Server."
