Operator Work Station Continuous Historian Administrator Not Opening

Dear Colleagues

 My OS1 node  continuous historian in DeltaV diagnostics shows DcStop=Yes. I tried to open the Cont Hist Administrator from Start menu of the work station itself but nothing happens. What can I do to be able to access this database of histories on the OS1 work station.?
