Deltav 9.3 Module Being updated by administrator

Hi its regarding deltav9.3 we are not able to open one module and the error says " module is being updated by admin in proplus"

1.Tried restarting the system.

2.Tried to login with different usernames.

3.Database connections were disconnected.

4.Killed cs.exe in task manager.

5.Expaort and import was done

I ahve tried these any more suggestion ???
