Importing custom named set conflict with standard named set

We replaced the named set associated with the STATE parameter is the STD function block with a custom named set. We have the same number of states but only 11 of them are used (the others are set to Not User Selectable/Not Visible). There are no download errors, etc but when we try to import the named set, we get the following warnings and the named set does not import. There are also no references to the original named set in the module where the "compatibility" issue is occurring.

1: WARNING: Parameter '_CM_HYG_STS/STATE_MATRIX/STATE' :- Named Set 'HYG_STATUS' is not compatible with connected Named Set '$ctlr_std_seq_states'. They have a different set of associated values.
2: WARNING: Unable to check compatability of named set parameters
3: WARNING: IMPORT ERROR: IMPORT of NAMED SET with key  HYG_STATUS  FAILED at  line:1332 column:2. This could cause other serious import errors for related items in this file. Import is now resuming at the next item in the file.

Does anyone know if there are further steps to take when using custom named sets?
