Did not have BATCH_ADD access in at least one area.

Hi experts,

i am getting below error while adding batch from BOI.

"EMERSON did not have BATCH_ADD access in at least one area. There could be units unavailable due to the lack of access privileges. There may be no units configured for the recipe being loaded."

FYI: 

BATCH_ADD is assigned with Batch Operate Lock.

Batch Operate lock is assigned <sitewide> to EMERSON account.

Still getting this error and cannot able to add batch. 

Is this configuration error or something else?

  We saw this exact error on one workstation after upgrqade from 12.3 to 14.3 (yes, domain, and yes I realize it makes no sense for the error to be on one workstation only)
  We had Batch Operate assigned to the relevant user's groups, and we never had a problem before the upgrade.
  
  The workaround was to assign Batch Operate to the individual users (less desirable, but eliminated the error).
