Emerson Ovation DEH - Feedback control loops

In the Ovation based DEH for Steam Turbine Controller, there are feedback control loops like MW Controller and Imp Pressure Controller. When none of these feedback control loops is 'IN', how is the setpoint for Governing Valves derived?

    Control strategies and methodologies are something we typically discuss on a one-on-one basis. Especially when discussing steam and/or gas turbines where there can be uniquenesses dependent upon the turbine OEM.

    While studying the Digital Electro-Hydraulic Controller Steam Turbine based on Emerson Ovation platform, which is installed in 300MW Thermal units in India, I could see that position setpoint for positioning Governing Valves is derived through different PID controllers, meant for controlling Power (Megawatt) or Impulse Pressure. The operator has to select a specific controller by selecting the 'IN' option for that controller. But, when the controller is switched to 'OUT' status, the Governing Valves still continue to change positions. I am interested on knowing how the position setpoint is derived, when none of the PID controllers is selected.
