Same Batch number

I created batch and then stopped it. later i was able to create batch with same number. Deltav Batch accepted the same number and now i can see two batch record with same number.

Validation perspective i do not want deltav to accept same batch number if already used. is it possible to restrict same Batch number?

  The system only prevents the same Batch ID while they are currently loaded so if the Batch was unloaded and not seen in the batch list it will let you enter the same Batch ID again but they are unique in the batch history as the system uses a unique ID in the back ground.

Is there any workaround we can configure to not to use same Batch ID ?? also for understanding, why not deltav have unique batch id rather than having unique ID in batch histroy back ground?? is there any purpose behind allowing same number once batch is unloaded ?
