PK Modbus master write action

I have a PLC that is a server on the PK network. I'm sending a permissive to it. Once the PLC loses power or something it comes back up and no longer recognizes the permissive. It appears that when comms are lost the master doesn't reassert the register writes. Is there any settings that can change how the port acts?

I don't like having to have logic in every single output control module to toggle the output when comms is reestablished. But, I fear that is my only option.
