Journey to becoming a PEMEX Trusted Advisor

During the 2016 Emerson Exchange Americas in Austin, Ricardo Acuña, with RA Energy Mexico, and Juan Luis Najera, with Emerson, discussed how Emerson earned a top position on the Mexican state-owned petroleum company’s “most reliable suppliers” list. That door opened wide after Emerson helped PEMEX achieve a 98-percent availability for the measurement system and significant savings with Daniel measurement and control flow technologies.

In order to be strategic in the process of distributing hydrocarbons, oil producers in Mexico must be able to reliably determine the quantity and quality of their transported product. To enhance this requirement, PEMEX decided to upgrade one of its most important metering stations, which features two independent metering systems that quantify crude oil. Located at Pajaritos Logistic Terminal in Coatzacoalcos, Veracruz, the metering station had several issues to address:

a 30-year-old metering system with unidirectional prover, obsolete instrumentation, leaking valves with internal wear, and an out-of-service electric actuator master control station.

As a single-supplier that provides automated high-accuracy custody transfer systems, with practical accessibility for maintenance, as well as access to remote diagnostics and real-time reporting for process traceability, Emerson worked closely with PEMEX to tailor a complete measurement solution that reduced uncertainty by 75 percent — resulting in millions of dollars in annual savings, as well as significant maintenance cost savings.

PEMEX Procurement International, Inc., (PPI) is a wholly owned company of Petróleos Mexicanos, created to provide procurement services for Petróleos Mexicanos and its subsidiaries. PPI handles procurement services, logistics and customers, expediting and inspection, supplier payment processing, and negotiates framework agreements. Framework agreements are legal arrangements between PPI and suppliers who own exclusive proprietary technology. Terms and Conditions are pre-negotiated and apply to all future contracting.

PEMEX views Emerson as their Trusted Advisor by mastering a project execution process (workflow) that has been applied to following projects using the PPI Framework Agreement. So now, PEMEX end-users execute projects through existing framework agreements instead of going to a public bidding procedure. This way, they access direct warranties from the original manufacturer and have a single point of contact for a whole solution rather than having to contact different suppliers for troubleshooting or spare parts. 

Since upgrading the measurement station — which includes a metering skid, quality system, prover, and control panel — PEMEX has reduced the uncertainty of product volume quantification and seamlessly meets compliance with the international metrology standards and CNH - National Hydrocarbons Agency requirements.
