when assign gateway 1410s to controlled then this controller requires download or change setup data?

Hi everyone, I have a gateway 1410s for commissioning but our plant is in operation then we can't do download in controllers, then before to assign this 1410s to controller i need know if this controller requires download or not, if with change setup data or setup data is ok
