MQ firmware flash issue

I am trying to backwards flash an MQ controller from version 13.3 down to version 11.3.1. I have the controller hotfix installed and the system is up to date.  I applied the flash as normal and I got a Normal Completion message, however the controller is now constantly restarting and will not go to a stable commissioned or decommissioned state.  Any ideas on what I can try or what I can do?

  I would recommend at this point you contact the Emerson Global Service Center (GSC) for technical support. The GSC can be reached at 1 800-833-8314, or +1 512-832-3774.

  Any chance the MQ is a refresh M-series with part number 13P0072X052? If so, look at KBA NK-2000-0243.
