New GC370XA unable to power up

We have purchased emerson 370XA gas chromatograph. 

As I try power it up it is not powering up.

LOI is off

Fuse 4A is ok

Power supply is 25.7V DC, polarity is ok.

Internal LED installed is OFF.

What could be possible problem? 

How to resolve it? Please I will appreciate if you can guide step by step further checks 

I am at a very remote oil and gas site in Nigeria.
