What is the exact use of CRACK_TIME in DC Block?

Could someone explain what is the exact use of CRACK_TIME in DC Block?

  Consider a valve with Open and Close limit switches:
  If you Open the valve and it is currently close, the crack time is the amount of time given to see the Close limit switch go away (which should be quick, i.e. 1 or 2 seconds)
  If the Close limit doesn't go away, the valve is probably not moving or the switch is broken and so the DC fails earlier instead of waiting for the entire Open travel time before failing
