RTG3950 unstable flow rate

We have RTG3950 installed on tank with unstable flow rate readings; the flow rate constantly jumps from 400 to 100 m3/h, but the pump performance is stable.

We checked the tank capacity table and tank echoes with tank scan; it is all right.

The product in tank is N-pentane.

What could be the problem?

    What site and country is this?
    Does it happen on all levels or only a special range?
    Please attach tank scan and strapping table.
