DeltaV action block in CM, available to open excel application?

in case the condition in action block comes true, is it able to open excel in same workstation or server? 

the purpose of this idea is, they want to have deltav report automatically when condition in action block is true.

    You may be able to accomplish something like that by having the module set a flag and then having a script on your toolbar or alarm banner (because they are always open) that reacts to the flag.
