&lt;p&gt;- A refiner with 1,500 or fewer employees and annual crude oil capacity of 155,000 b/d or less; or&lt;/p&gt;
&lt;p&gt;- A refiner with 75,000 b/d of crude capacity, regardless of the number of employees&lt;/p&gt;
