Like Andre pointed in same/similar post, the OOS mode doesn't exist on the DC or EDC blocks so to get that exact behavior of the PID/MODE in OOS you will need to engineer that but that being said... 

The only options I can think of that you can do without making changes to the template would be to either:

1. Add a State OOS and use Force SP and/or Permissive/Interlock conditions with appropriate DEVICE_OPTs to make it go to the SP regardless of mode and Stay with the outputs doing what you want for OOS state (got to value(s) or stay where they were).
2. Take the MCOMMAND of the Module to "Out of Service" (nothing executes in module when OOS but parameters can change and be viewed)

WARNING: Item 2 should be used very cautiously and fully understand what it is doing in regards to your control scheme because it will do exactly what you say and won't respond to anything that tries to change MODE/SP or anything else like interlocks, etc. However I would recommend NOT doing this and engineer something different if Item 1 doesn't work but it is a possible option.

You should fully test whatever method you try first to ensure it is doing what is required at ALL times.
