Logical Device Problem with EIOC Class 3 Explicit communication with Atlas Air Compressor Gateway 4.0

I am trying to communicate with this air compressor using Class 3 Explicit.
I have the LDTs setup and 2 of the 3 are working as expected but LDT2 is not.
As far as I know I have it setup correctly, but LDT2 will not show good in diagnostics. 
Can you think of anything that I might need to change to make this work.
This link Atlas should take you to all the screenshots and documents that I used to setup the LDTS.
Please let me know if it is not working so that I can try to get the information you need,
