Error: "The array bounds are Invalid" when opening Deltav Explorer

I get this popup when I open DeltaV Explorer. I am able to download control modules but i cannot expand the control network. This seems only to be happening on a new operator station in our lab environment. The proplus seems to be working fine. 

any ideas?
